Proposals float sharded sync.Counter and a go audit command

Two proposals landed on the tracker on the same day: a sharded sync.Counter type aimed at contention on hot counters, and a go audit subcommand pitched as a central home for the tooling's security checks. The Counter issue is still a placeholder, so the interesting reading is the audit thread and its scope questions. Elsewhere, a Medium piece pushes back on the widely quoted "40% faster" figure for Go 1.26's Green Tea GC, arguing most people repeating the number have not looked at what it actually measures.
